Muskoka Paramedics are experiencing a significant increase in call volume, surpassing expectations, yet they continue to meet their response time targets. This was the key takeaway from Deputy Chief of Paramedic Services and Emergency Management, Stuart McKinnon, during the recent District Health Services Committee meeting where he presented the annual activity report.
In 2024, overall call demand increased by 7.9%, while emergency calls rose by 6.5% compared to the previous year. In total, Muskoka Paramedics responded to 13,702 calls in 2024, averaging about 37 calls per day. Despite the rising numbers, McKinnon noted that all response time targets were either met or exceeded.
However, the paramedics are also wrestling with the challenges of off-load delays at hospitals, which rose to 966 hours in 2024 from 872 hours in 2023. McKinnon expressed concern that the increased call volume is straining the system, stating, “We’re outpacing the predicted demand, which was already on the high end of what was modeled. It leaves us vacant in other parts of the district.”
On a positive note, McKinnon highlighted considerable progress in certain areas. The newly implemented Paramedic Response Unit (PRU) program based in MacTier has effectively halved response times in that region. The PRU is a specialized emergency vehicle staffed by a paramedic, though it is not equipped for patient transport.

Moreover, Muskoka Paramedics have received multiple awards, including 27 for resuscitation efforts. An incident involving a moose collision exemplified their dedication, as one paramedic unit responding to a collision with a moose experienced a second collision with another moose, necessitating another unit to treat the original patient and check on their colleagues.
Looking ahead, McKinnon announced plans to expand coverage in East Muskoka, with the introduction of 12-hour shifts, which are currently only in effect for 70 days during the summer. “Because of geography, it’s really needed out there,” he remarked.
Additionally, a new project is set to begin soon in South Georgian Bay. The search is ongoing for a dedicated space in 2027, with White’s Falls being considered as a potential location.
