A new mixed-use development is being proposed for Salmon Avenue that could reshape the landscape of the area with a blend of residential and commercial space.
If approved during next week’s Planning and Development Committee the proposed changes would rezone the property beside Monck Public School, paving the way for a three-storey, 15-metre tall building that will include both commercial and residential components. The development will feature 932.4 square metres of gross floor area, with the entire ground floor—approximately 311 square metres—dedicated to commercial use. The upper floors will include a mix of commercial and residential uses.
While the exact number and size of residential units or the specific types of businesses have not yet been determined, these details are expected to be finalized during the site plan approval process.
To support the proposed development, an Official Plan Amendment is also under consideration. The amendment would change the land use designation from ‘Residential’ to ‘District Shopping,’ and introduce a new site-specific policy area known as the “Salmon Avenue – District Shopping and Mixed Use Area.” This special policy will allow for a combination of commercial and residential uses, with a strict condition that residential units are not permitted on the ground floor.
According to the proposal, apartment dwelling units will be treated as accessory uses within the new designation, but to maintain the commercial character of the ground level, all residential units must be located on the second or third floors. Commercial activity will be permitted throughout the building, including upper levels.
