The Ontario Energy Board (OEB) has released new electricity prices for households, small businesses and farms under the Regulated Price Plan (RPP). The updates took effect November 1, 2025, and include changes to Time-of-Use (TOU), Tiered, and Ultra-Low Overnight (ULO) price plans, as well as a revised Ontario Electricity Rebate (OER).
The Ontario government has set the OER at 23.5% starting November 1. The rebate is applied directly to electricity bills for eligible customers. According to the OEB, a typical household using 700 kWh per month will see a reduction of about $36 on their monthly bill through the rebate, though the exact impact varies by usage and utility.
Time-of-Use Prices
Winter TOU hours also began November 1. The updated TOU rates are:
- Off-peak (weekdays 7 p.m.–7 a.m., all day weekends and holidays): 9.8¢/kWh
- Mid-peak (weekdays 11 a.m.–5 p.m.): 15.7¢/kWh
- On-peak (weekdays 7 a.m.–11 a.m. and 5 p.m.–7 p.m.): 20.3¢/kWh
Tiered Prices
Customers on Tiered pricing will see the following rates and winter thresholds:
- Tier 1:
- Residential – first 1,000 kWh/month
- Non-residential – first 750 kWh/month
12.0¢/kWh
- Residential – first 1,000 kWh/month
- Tier 2:
- Residential – usage above 1,000 kWh/month
- Non-residential – usage above 750 kWh/month
14.2¢/kWh
- Residential – usage above 1,000 kWh/month
The winter threshold gives residential customers an additional 400 kWh per month at the lower Tier 1 price.
Ultra-Low Overnight Prices
Rates for the ULO plan, which encourages overnight electricity use, will also change:
- Ultra-low overnight (11 p.m.–7 a.m. daily): 3.9¢/kWh
- Weekend off-peak (weekends and holidays 7 a.m.–11 p.m.): 9.8¢/kWh
- Mid-peak (weekdays 7 a.m.–4 p.m., 9 p.m.–11 p.m.): 15.7¢/kWh
- On-peak (weekdays 4 p.m.–9 p.m.): 39.1¢/kWh
The OEB says the new prices reflect updated system costs and consumption patterns. Individual customer impacts will differ depending on electricity use and the local utility serving their area.
