A proposed waterfront subdivision on Three Mile Lake in Gravenhurst is moving through the planning process, with a new report to the District of Muskoka Community and Planning Services Committee offering members and the public an overview of the development ahead of a future decision.
District planners prepared the background report on Draft Plan of Subdivision known as the Godfrey Three Mile Lake Subdivision. The application was accepted as complete on Jan. 24, 2025 and has since been circulated to municipal departments and external agencies for review and comment.
The proposal is located in Gravenhurst, with shoreline frontage on Three Mile Lake. The 26-hectare (64-acre) property is currently vacant, heavily treed and contains a wetland feature and rock outcroppings identified as part of a diverse ecological landscape.
Plans call for the creation of 20 waterfront residential lots ranging from approximately 0.63 to 5.07 hectares in size, with shoreline frontages between 70 and 233 metres. Access to the lots would be provided by a new private road connecting to Sam Cook Road, a year-round municipally maintained route. As the development is outside an urban service area, each lot would rely on individual on-site water and wastewater systems.
The report notes that policies guiding development on Three Mile Lake were amended through an Ontario Land Tribunal decision in 2020, permitting limited new lot creation with private road access, subject to specific conditions. Those policies establish density limits based on shoreline frontage and land area.
While recent changes to the Planning Act mean a statutory public meeting is not required, residents will still be invited to submit written comments as the application advances. A recommendation report will be brought forward for committee consideration at a later date.

Province took away Statutory Public Meeting provisions.. WHY? So politician’s pals don’t have to face the public. So our elected officials don’t have to face the citizens? So these inappropriate developments can be pushed through? Democracy is being chipped away here in Ontario and Canada. SAD.
